Looks like someone wanted to cash in on the success of Otto Preminger's "Anatomy Of A Murder" and Alfred Hitchcock's "Psycho".
"Anatomy Of A Psycho" is a slow-paced non-horror dullfest, part crime-drama, part courtroom drama. The story is actually quite ok (young man seeks revenge for the execution of his brother) but it would have worked way better as revenge-horror-flick or something like that.
The first half is decent and includes at least 2-3 enjoyable scenes (opening, burning house), the second half is deadly boring. The dialogue is bad, the acting is mediocre and I couldn't stand any of the characters. Fortunately the whole thing is only about 70 minutes long.

On a related note, I LOVE Anatomy of a Murder! Fantastic movie all around, and pretty ballsy for its time.
